RESPONSIBILITIES & DUTIES:
The S.C. Department of Natural Resources is seeking to acquire the temporary services of three database/ applications programmers to provide application programming support to the Licensing and Titling and Hunter-Boater Education programs. Four positions may be filled depending on budget availability. These positions will develop procedures to process licensing and titling sales transactions and distribute funds to the appropriate DNR accounts in the SC Enterprise Information System (SCEIS), design administrative tools to manage licensing and titling privileges, modify existing .NET and Pl/SQL code to facilitate implementation of the new licensing and titling data schema and provide fixes to known problems with the existing Hunter-Boater Education program and will provide specific enhancements to the application. Approximately 120 programs and subroutines have been identified that require modification to support the new licensing and titling data schema and Oracle lookup tables due to go-live on March 19, 2012. The following specific duties and responsibilities have been identified for this position at the SC DNR.
Provide programs to process licensing and titling sales transactions
1.Develop tools to process and summarize daily license and boat titling sales transactions from DNR office, agent point-of-sale, Internet sales and Call Center operations for internal reporting. Transaction files are provided by e-commerce vendors system and stored in DNR Oracle database.
2.Develop automated routines to process customer transactions and distribute funds to appropriate agency financial accounts
3.Develop procedures to generate deposit reports from daily transactions and transfer data to State Enterprise Information System (SCEIS).
Provide program to manage DNR licensing and titling privileges
1.Develop administrative tools/procedures to update, edit and manage license and boat titling privilege data tables for use in the DNR office, agent point-of-sale, Internet sales and Call Center operations including attributes such as seasonality (start and end date), privilege pre-requisites and costs.
2.Develop appropriate security protocols to insure the integrity of the licensing and titling privilege information.
Evaluate and modify existing DNR programs to function with new licensing and titling data schema
1.Modify approximately 130 existing programs to accommodate the new licensing and titling data schema especially related to the DNR customer tables. The programs include the Hunter-Boater Education, ReelKids, Law Enforcement violations, and various programs that utilize the agencys ImageNow electronic document management system.
2.Modify various data ingest programs to import third party customer data into the new licensing and titling schema.
Provide bug fixes to the existing Hunter-Boater Education Program
1.Prevent entering an erroneous future date on the certification card.
2.Eliminate several unused reports and reporting functions.
3.Reformat/modify existing program and user interfaces for more efficient staff and customer use
Provide enhancements to the existing Hunter-Boater Education Program
1.Add at least two additional reporting functions:
Home Study by County
Develop a report that will breakdown home study courses by county with a summary of classes by home study method: Internet, CD, workbook or video (if Boater Education).
Education TOTALS
Develop a simple report that gives the total number of classes, total number of students for each class type, and a breakdown of home study methods for all course types (Hunter or Boater).
2.Expand the Customer Details Screen on the Hunter/Boater RMS to include Suspensions and Violations.
REQUIRED SKILLS:
1.Extensive knowledge of and experience with database and applications programming concepts and languages (including Microsoft .NET, C#, PL/SQL, Visual BASIC, Javascript and other relevant object oriented programming and scripting tools).
2.Extensive knowledge of data base structures and schema design including the appropriate implementation of database security protocols
3.Good oral and written communication skills.
PREFERRED SKILLS:
1.Extensive knowledge of enterprise information systems development involving the integration of tabular, statistical, electronic records management and web-based technologies.
2.Knowledge of Oracle relational database management systems and PL/SQL programming/scripting language
