Proejct Manager (PMP) with FERPA, visio, MS Project, Project Methodology and Data Warehousing and higher education/government experience

RESPONSIBILITIES & DUTIES:
Assist with the management and direction of the initiation, planning, execution, control and closeout phases of the project life cycle for the enhancement of the current data system at CHE, the National Student Clearinghouse project, the Department of Employment and Workforce project, the electronic transcript project, and the integration and expansion of P-20 data with SCDE and other agencies as necessary;
Develop, refine and implement work plans, quality controls, scope and schedule to ensure project deliverables, milestones and required tasks are completed as planned;
Identify and assist with managing resource constraints;
Oversee project design to ensure compliance with federal and state laws and CHE policies and procedures;
Define and prioritize project requirements; track and resolve issues and identify risks as well as mitigation strategies.
Complete all other tasks as assigned.
REQUIRED SKILLS:
. A minimum of 5+ years of Project management experience managing all phases of the project life cycle for a government agency or company. Knowledge of project management principles and methodologies demonstrated through certification in project management plus a bachelors degree or equivalent additional years of experience as a project manager.
Ability to make presentations and prepare reports using Microsoft tools including PowerPoint, Excel, Microsoft Project, and Visio.
PREFERRED SKILLS:
. Knowledge and understanding of higher education in South Carolina and the Commission on Higher Educations mission, programs and objectives is helpful along with understanding the federal guidelines for Family Education Rights and Privacy Act (FERPA). Experience with Longitudinal Data Warehouses and Business Intelligence Systems.
