The consultant?s primary responsibility will be to design and implement
cohesive graphical designs using CSS for web sites and web applications, as
well as be able to work with a group of programmers to implement the
designs. The consultant should have hands-on experience with web site
design, cascading style sheet design and implementation, as well as HTML
programming.



Position Functions or Responsibilities:

The consultant should also have great communication skills, be able to
follow direction, work well in a team environment and be used to working on
deadline driven projects. In addition, and under close supervision by
Department of Education management, the consultant will perform graphic
designer tasks in the following areas:

– Act as a team player.
– Create and maintain related project documentation using Microsoft
Visio, and Share Point.
– Create and maintain front end of web properties using CSS, XHTML, XML,
JavaScript and Flash.
– Expert knowledge of video editing software such Final Cut Pro and Adobe
Premiere, as well as a strong understanding of different video formats,
codes and delivery platforms.


– External and interagency interfacing to gather project specs and
requirements.
– QA applications in accordance with Department of Education web
application standards.

? At least 4 years of experience in a creative group environment in web,
printing, or TV/film.

? Extensive knowledge and experience of Photoshop (layout, composition,
typography, filters, import, export and web images).Excellent CSS knowledge
required (as opposed to table-based) layout a must.Experience with HTML
creation and implementation.Graphical User Interface design experiences a
must.Excellent Knowledge of video editing software such as Final Cut Pro and
Premiere.Knowledge of filming including lighting techniques and video
direction.Knowledge of Illustrator and Quark.Knowledge of Dream weaver and
Flash preferred.JavaScript and/or Net experience desired, but not
required.Experience working in a .NET environment,Familiarity with Visual
Studio a plus and understanding how .NET controls render in XHTML and how to
target UI accordingly
